Goodwill is not a governance model. An expert contribution needs a defined question, time limit, responsibility boundary, confidentiality position, conflict check and record of what advice was—or was not—implemented.
Market Accord does not use volunteers as unnamed delivery capacity for commercial work. A contribution may support public learning, an eligible development project or a sponsored programme only where the relationship, funding and limits are disclosed.

- Participant decides what to implement and records that decision.
- Contribution and limitations are attributed in the registry where public.
- Commercial referral or future paid work is disclosed separately.
